It's best practice to replace your damper bushings when upgrading your handlebars to prevent any potential problems or having to re-install your bars to replace the bushings down the road. These pieces not only form the bond between the top tree and the handlebar, but also use the bushings to help reduce vibrations from reaching the handlebars and eventually your hands.
Harley Davidson's come stock with rubber bushings installed over the sleeves. Over time, these rubber bushings have a tendency to soften and give the handlebars a mushy feel. In order to restore that off-the-floor feel of your handlebars, replacing the worn bushings is fairly simple and imperative for a smooth ride.
